So thinking my problem is now related to my newer gamesaves, I've tried a few mods which are supposed to restore my workshop menu, but no joy.
I've loaded a much earlier gamesave with my current mod list and low-and-behold my workshop menu is okay. Fast forward many hours of gameplay, i returned to Vault 88 to work on the settlement and found my workshop menu was missing items, most importantly for me, the Vault-Tec building components. I had a big complex settlement at Vault 88 that I had been working on then took a break to follow some of the main story quests. Along the way i lost some of the mod installers, so different versions were installed and I think some others got missed.
I had problems with none of my mods loading so I uninstalled all of them and did my best to clean install them. I managed to mess up my Fallout 4 workshop menu, i think it started when I thought it'd be a 'good idea' to move my game install folder to another drive.
